Your Excellencies and Eminence,
Ladies and Gentlemen,
Honourable Audience,
It gives me pleasure to welcome you in Doha at the beginning of your conference’s deliberations being held to consider several substantive issues related to upgrading institutions of justice and its role in guaranteeing basic rights of citizens.
Much of the forms of chaos and turmoil suffered by our contemporary societies are attributed to lagging in applying the law and failing to fulfill the requirements of justice.
I commend this conference that sheds light on a number of significant issues related to justice and its role in serving the public interest.
Ladies and Gentlemen,
Experiences of nations confirm that freedom could only be fulfilled under a sound legal system and could not be protected without judiciary institutions that guard justice and guarantee the various legitimate rights of citizens.
These institutions have a leading role in the advancement of peoples as it translate the mere idea of justice into legal mechanisms which are abided by all members of the society in settling their disputes by legal means, in order to prevent arbitrariness of opinion or abusive conduct and secure stability which is indispensable for development and progress of society.
The State of institutions as we understand is the one where legality rests on law and a State which considers justice and law as inseparable twins. Since justice is the secure domain where law can express its rule on the other hand it is law that protects justice and saves the society from slipping into the risks of extremism and despotism. There is no justice without accountability and no accountability without law.
Ladies and Gentlemen,
In our region work for justice became an important duty felt in particular by those who appreciate and understand its dire need for reform.
To realize this it is a must to find an integrated institutional legal system for the judiciary apparatus in charge of realizing justice within a constitutional frame that guarantees not only the rights of citizens but also and in particular the right to resort to justice in all matters to protect the liberties of individuals and confirms explicitly the independence of the judiciary power and grants its members the guarantees that enable them carry out their entrusted roles so that reform efforts would not be disrupted and that attempts to rid the region from inaction and ailments would not be delayed.
Honourable Audience,
Your gathering here today is a successful step and a new support added to Qatar’s efforts to promote the role of justice in our region thereby secure the prevalence of rights and serve the role of law. And as the Arab axiom goes justice is the pillar of reign.
May God the Almighty guide your steps and lead your conference to success.
