It is my pleasure to welcome you in Doha, wishing your conference success in attaining
its goals. While we appreciate the General Assembly’s resolution to hold the Follow-Up
International Conference on Financing for Development in Qatar we underline the vital
role being played by the conference in the economic and social fields and the fields
associated with them that shape a wide scale developmental vision.
History teaches us that man could only have the keys to progress when he started
developing his resources and capabilities. And politics teaches us that peoples only
felt secure when they continued developing their economy and culture.
The crises, the latest of which is the violent financial crisis which hit the whole
world, teach us that stability of individuals and societies is associated with the
efficiency of development rather than just increasing investments and augmenting
profits.
In fact, if we look at the causes of recession which the developed world is about to
enter and drag with it the rest of the peoples on our planet, we shall discover that
when development was delayed, the social balance was at risk. And if we look at the
crises and especially the recent one we shall discover that the cause of a great deal
of it is the lack of development and hesitation in approaching it.
The effects resulting from the current world crisis confirm that there is no special
privilege or exception to anyone from the crisis sufferance because we live in the
same world. The summary of all this gives us a lesson which all of us have to learn
and remember as a basis in discussing the issue of comprehensive development of
societies as a necessity, requirement and hope for all peoples of the world.
Comprehensive development in its true sense means striving to upgrade individuals,
communities and homelands in all spheres from the economic, the social, the
intellectual, the pragmatic to the health, welfare, the constitutional rights
and legal spheres.
This is in brief the meaning of all- out development, as it has no single dimension
but several ones associated with the movement, vitality of these communities and their
potentials and resources.
Development was looked at by many people from one dimension, namely the financial
dimension, but now we learn from the lessons of history, politics and crises that
development is a comprehensive whole that is not liable to division since development
is the wider arena for human extensive progress.
If in this conference we have interest and work under that slogan of Financing for
Development, then it should be evident at the same time that financing is just a
stimulus for all to take action regarding their due and legitimate rights. We know
that several homelands and peoples do not lack hopes and aspirations, but are
lacking the means and tools, and financing is one of the most important of these
tools, therefore when we pay attention to it, we do that hoping that it would be an
incentive for progression and realization. But we have to agree that financing is one
of the incentives and motives and always we should ensure that the rest of incentives
and motives are present, inherent available, helping one another and having all the
required controls, the first of which are the integrity and transparency guarantees.
Here I want to refer to two points which I feel I have to put forward with utmost
sincerity and impartiality:
The first point: Sometimes we have a feeling that there are some attempts to put the
whole burden of development on the oil producing countries, and in this logic we see
some prejudice and disavowal and we believe when we talk about Qatar that our country
has fulfilled and is fulfilling its obligations within the context of its responsibility
and capacity and this occurred and is still occurring. But frankly speaking sometimes we
feel that some views tend to impose upon the oil producing countries what is beyond
their capabilities and sometimes reaches the point of confusion.
The second point: The developed countries have no right to direct others to what to
do giving them advice and guidance directives while exempting themselves from the due
contributions to the issue of development that are proportionate to their capabilities.
Some of the developed countries should know that development is a peace umbrella that
protects all, and in many conditions of human progress it is more helpful in peace
keeping than just piling up weapons.

Development is a great responsibility in this global community and it is not only a
just and right request but also a path for stability, progress, peace and security
for the community of States in all continents.
We have to benefit from the hardships facing us to bolster our will and unify our
efforts to serve the advancement of human life in the whole world.
