Your Highness Shaikh Hamad bin Khalifa Al-Thani Amir of The State of Qatar

Throughout history, countries pause to reflect on their present and lay down firm bases for a glorious future. Your Highness has chosen a stance for Your country in which it will lead a life of freedom and dignity and follow a path of democracy which will preserve the constants of the Ummah and develop an insight into its true aspirations in building a state of institutions, under the rule of law.

My colleagues members of the Permanent Constitution Drafting Committee and I had the honor to be in charge of the Amiri commissioning to fulfill the noblest national mission, and shoulder the burdens of that great mission at this crucial stage of our country’s march. My colleagues were well aware of the momentous commissioning, the significance of responsibility and the accuracy of work.

Therefore, all of them –along with the assisting bodies- have efficiently undertaken this mission.

In everybody’s view, this constitutional work was a continual effort where wise opinions and appropriate choices have met combining the values of society and the pure law of Islam. It has matched the achievements of modern civilizations in building the modern state and separating its powers and the legal gains in the fields of political participation, seeking to consolidate the rights settled in the human conscience and the legal thought on all social, economic and cultural levels, so these significant sources converge in well planned formulas starting from the point where others ended up in similar constitutional work.

For three years, the Qatari Permanent Constitution Drafting Committee spent time between specialized committees, preparatory work, proposed drafts, comparative studies and explanatory memos until the work reached its final stage and the fruit of the efforts was ready to reap. The sub-committees held a general meeting to announce to Your Highness that they have accomplished their great mission and reached their ultimate goal. Today, Your Highness, on behalf of my colleagues, members of the Permanent Constitution Drafting Committee and on my own behalf, I have the honor to submit to your Highness this permanent historical document which is a sound mark in the march of the loyal people of Qatar, and represents the highest legal word amongst the state’s permanent constitution, praying to God the Almighty that we might have completed the mission successfully, hoping before You and Your loyal people that we were able to fulfill our commitments and that we were able to work hard and perfectly so that the state’s permanent constitution could meet the ambitions of Your wise leadership in strengthening the citizen’s constitutional rights and maintaining the society’s general principles in the free and esteemed state of Qatar.

May the powers of Allah support Your Highness and guide Your steps.
