We , Hamad Bin Khalifa Al-Thani, the Amir of the state of Qatar,

Having perused the Amended Provisional Constitution, particularly article (70),

And out of our belief in the importance of consolidating the fundamentals of democratic practice in our political and social life , promoting the institutions of the state and advancing the role of public participation.

And in achieving what we announced in our address at the opening of the 27th ordinary session of the Advisory Council regarding the setting up of a committee of experts and specialists to prepare the permanent constitution for the country to replace the, Amended Provisional Constitution, and suits the progress and development in different fields, witnessed by our country.

And pursuant to the requirements of the higher interests of the country , we decided the following:

Article(1)

Setting up a committee called “the Permanent Constitution” Drafting Committee , to be seated in the Amiri Diwan.

Forming the aforementioned committee as following:

Article(3)

The Committee Shall prepare a draft of the permanent constitution within a period not exceeding three years from the date of this decision.

Article(4)

The committee designs a system for its work and other regulations needed to shoulder its responsibilities and chooses a secretary at its first meeting.

Article(5)

The committee meets , at the invitation from its chairman, and its meetings are not considered valid unless the majority of members are present. The committee issues its recommendations with the majority votes of attending members, and when the votes are equal the side of the chairman shall prevail.
The deputy chairman replaces the chairman when he is absent or when he is vacant .

Article(6)

The committee may invite any of the experts or specialists in order to seek their opinion on technical matters dealt with yet their votes shall nor be counted .

Article(7)

The committee may set up sub committees each of them include a number of experts and specialists to help in executing its tasks, and each sub committee is headed by one of the committee’s members.

Article(8)

The secretary of the committee will prepare the committee’s agenda and reports and following the execution of its recommendations, and all tasks related to its work and the works of other sub committees.

Article(9)

The chairman of the constitution committee will submit to the Amir every six months a progress report on the committees work, he will also submit the draft permanent constitution combined with the committee’s recommendations, at the end of the committee’s mission.

Article(10)

this decision will be effective from the date of its issuance. And will be published in the official Gazette.
